can you still get Frontpage Express from Microsoft? That'll do it.
Lots of magazines usually give away a copy of NetObjects Fusion for nowt.
Dreamweaver if you can get hold of it - help system includes a tutorial to get you going. Pretty much the industry standard web design prog these days.

<html>
<head>
<title>Put a title that will appear along the top of the window here.</title>
</head>
<!-- This is a comment were you can write rubbish without it appearing on the page -->
<basefont size=+1> <!-- Choose the text size -->
<body bgcolor="#ffffff" text="#000000" link="#ffffff" vlink="#ffffff"> <!-- Choose the background color, text color, visited and unvisited link colors, in hex -->
<table> <!-- Start a table to align everything -->
<tr><td valign="middle">
<h1>Search Engines:</h1><p>
<a href="http://www.google.co.uk">
Google</a> <!-- make a link to google, with the word 'Google' being the clickable link -->
<a href="http://uk.yahoo.com/">
<img src="images/yahoo.gif" width=100></a> <!-- Link to yahoo with the picture images/yahoo.gif -->
</td></tr>
</table> <!-- end the table -->
</body>
</html>
That should get you going.

Find a website you like, then view the source code, copy it into Dreamweaver then play about with it!!!
Alternatively do a google search for companies offering templates you can 'customise'.
