New road tax legislation?

Tucked away in one of the tabloids today was an article about people dodging insurance and road tax. It made a statement that from next year you will have to tax a car wether it is on the road or not. Surely this is tripe?
As an owner of second older car which tends to spend alot of the year off the road tucked away in the garage I can't say I'm over the moon with the thought of having to tax a 'private' vehicle that is kept off road in a 'private' garage.
The DVLA can go and take a flying f**k if they think I'm paying tax when I'm not using the car.

Driving home one evening and got flashed over by plod, he gets out and comes over to my window and says 'did you know one of your back lights are out?' 'No! I replied, and got out to look, gave it a kick and it came on. 'See, it's working now sir!'
