Exhaust noise limit on the road?

Does anyone know what it is? And how is it measured?
A friend of mine got stopped by the police the other night and told that his exhaust was too loud and if they see him driving it again like it that he'll get a ticket.
Is it up to the police to decide at the time if its too loud or do they need to prove its too loud, ie noise test?
