Credit Controller - Going Rate?

I hope that someone may be able to help.
If a job description read something like - "Credit Controller. Familiar with Sage Accounts, BACS, PAYE, preparing VAT returns. Duties include issuing invoices and tracking payments, chasing overdue payments, checking and paying purchase invoices and dealing with queries. Preparing weekly and monthly wages/salaries involving knowledge of NI and Tax codes. Checking that figures tally with P32 and paying PAYE and NI by due date.
As this is in the Construction Trade, full records of voucher and payment details of subcontractors need to be maintained.
In addition, will be required to work on own initiative as you will frequently be working on your own and will be the first point of contact for customers, employees, directors and contractors."
What should someone doing this in the Birmingham area expect as the hourly rate? This is for a permanent employee and not for hiring a temp through an agency, and not what the agency person whould expect.
Does anyone either do something like this, or hire people who do?

Hi mate
I wouldn't describe that as a credit controller as you obviously do a lot more
My assistant does pretty much what you do and I pay her £22k and she is worth every penny

Depends on the workload as well as the extent. Put it this way, I've got a member of staff doing somehting very similar to this for one of my subsidiaries for £17k, based in Nottingham.
I'd probably have to pay £6k more for Home Counties, so Birmingham, perhaps £19-20k? Really depends on how hard it is and what other benefits (if any) you offer. And if this is a first point of contact for the public, best pay a few quid more and not get a total muppet, eh?

Thanks for all the input. It pretty much confirms what I had been thinking.
It isn't me who is in the position or who is looking to recruit. However someone I know is in the situation where they started as a "vanilla" credit controller and have had the additional duties landed on them. The money hasn't reflected the change in responsibilities, so these replies give her the ammunition necessary to do something about this.
