The time at which there are the MAX number of people on the Internet?
Has any research ever been done?
I would guess it could be when the USA comes home from work, but would that coincide with the EU online as well?

Probably the time that stretched the Internet to it's limits is when those 'planes crashed in to the Skyscrapers in New York as everyone was trying to find out what happened and watch videos of the event.
In general it's probably around 3/4pm (in the UK) as all the businesses in America and Europe are in full swing.
