Surely the the time it takes to bounce the time off a load of servers, through the phone network, and maybe off the odd satelite will make it a little slow to the "actual" time at GMT??

most of the universities run ntp servers.

I use Manchesters for mine as they allways have a server up.

the inventor of ntp a guy from cambridge university keeps a list of active stratum servers

The Atomic Clock which is a free download will keep you PC clock correct to the second. Try looking for it in Google.
