It is almost impossible, over time, for a bookie to be beaten. (Only incompetence on the bookies part can ruin them) They will have heavy days, and 28k from a £100 is a heavy day for anyone, and massive congrats, but they would have been taking more money on the more porbable results along the way and then laid the vast majority off/hedged the bet with a bigger bookie/insurer/mannings. I bet he didn't make any money on the event, but he's probably not £28k down. That is a remarkable story though!
Saw William Hills profit reports last week, £200million profit. £100million from horses, dogs and football, £100million from the relatively new "virtual terminals" with the roulette and stuff on the touch screen. See people playing them in my local, some of them get up to £1200 from a few quid and don't stop until the are back down to £300 an hour later.

They stayed open until 7.30 on Saturday for bets on England France. Given that I had to queue for half an hour to collect, while everyone else was bunging money on England, I would imagine that I am nothing more than a small blip on the profit line for the guy

I seem to remember that Ladbrokes were only offering 11-4, which seems a bit tight in comparison.
