Did anyone see the prog on TV the other night about this? Its something I didn't realise happened on such a scale.
Bottom line : make sure you have something obviously different about the rear of your vehicle, be it a sticker or a logo or oddly positioned securing devices for your reg plate. Then when you get an unexpected speeding fine through the letterbox, you can prove it was not you but a clone. !

..alternatively when you do get a genuine speeding ticket - go buy a different style number plate and stick different stickers on the back of your car

Put false plates on your car, then the cloners will get what they deserve
