I need some help by a photoshop expert

I need someone to try and improve the quality of the picture below, it is of my uncle who has sadly passed away. Unfortunately my grandma has no pictures of him (long story). I have found this one in the catalog of the company he worked for. i have scanned it in but the quality is a little poor. I am not sure if this can be done or not, but any help will make my grandma extremely happy.

Thinking outside the box here: have you thought of contacting the company? They probably got a professional photographer in who has probably retained the negatives.
Meanwhile, having done this a couple of months ago for a recently-bereaved relative, here's my attempt. I'm sure others can do better (I can't seem to get the hang of sharpening).

yes i have m8, they did them on a digi cam. i thought great drop it on my camera and get it printed. unfortunately it was a ms publisher file and it size is only 7kb and very small.
hence why i tried this route, but thanks for the suggestion.
