i am confused, i am applying for a change of use of a building to A3,

now i am told after i get the A3 , i need to send another pic to show how i cam going to refurbish the interior poss with equip etc.

Clearly from what you've said you're dealing with a bunch of morons - once you get the permission we'd like to see what you intend doing.

In light of recent lapses in your recruitment policies I wonder if you could put me in touch with someone within the planning department who knows wtf they are doing.

Does the change of use fall within the same category? as I don't believe you have to apply if so. I understand that with a change in use, planning is required both internally and externally, but I wouldn't have though that equipment/furniture would be required.

layouts, if included with applications, are usually only indicative IIRC. you may therefore need this for licensing, building regs or H&S/EHO reasons

if you want comments to assist in securing your change of use from those involved in the industry, you need to clarify existing use class, uses above and adjacent and description of location (ie what's at the frontage and the rear)
