My wife just spotted that its a bit of creative editing rather than being under full control, look at the plants moving at the bottom of the screen.
Still great though.

There is a house in St Albans (Near the Ancient Britian Traffic lights) that a electriction makes a wicked display of lights all over the house. He is well know for doing in in this area.

And I'm not convinced that is edited, could just be the camera pumping the gain up and down due to the lights.

Gain = electronic amplification of brightness. A camera's AGC (automatic gain control) funtion will try and compensate for the lack of light. Is this case it's working very hard trying to compensate for the varying amount of light.
Just a thoery, probably wrong

Or it could be the auto focus, as the camera may get confused with trying to focus on each individual set of lights when they illuminate.
