I think what the report actually showed was that 1 million drivers (approx) were on 6 points or more. Where the story has become confused is probably because some speeding offences can attract 6 points and so these drivers may only be one flash away from a ban be they on 6 or 9 points. The media even have problems understanding simple points like this and have concluded that the million are on 9 points. Imagine what their reporting is like on complex issues with lots of big numbers!
