Children aren't put under care orders for no reason.
The increase may well be true but you can hardly just take a child away from a parent for no reason.
The way some parents treat their children its no wonder they are taken away from them. And even from what I've seen and been disgusted by parent behaviour, the child is still with the parent. (s)

Dear god, what the hell is happening here
Its just another.... actually the worst case of measuring the wrong things.
The target shouldn't be how many successfully adopted but how many correctly adopted or how many families made happy and therefore don't need adoption.
