can anyone guide me?

sometime last year i paid for a service to buy a webhosting reseller account,
then later paid extra for a website script.

4 months in, nothing has been done for me (hits december)
i then asked for refund as all his excuses were too busy,and will get it sorted.

anyway he said he will refund me after new year, as i threatened to take it to small claims court.

roll on new year i waited for mid jan,. and he said he will only refund part of it, cos of his terms and conditions for no refunds.(even though i find it VERY unfair) as he didn't provide me with ANYTHING)

roll on NOW and no reply and refund

does anyone knows any legal threatening letters to help me?
