As a one off placement, probably between 18% - 25% of starting salary depending on which agency you use and how specialist the job is. Before you go with any of them check out their refund policy if the candidate doesn't work out - for most of them you get 2 tenths of bugger all after the first week.

When I did this for a living, albeit a long time ago, we did 'temp to perm' on the following basis:
15-25% mark up on salary (we pay the salary for first six months) then free transfer to clients employment
or 20-35% mark up on salary for three months (we pay salary to the worker again) and 2-3 month salary 'transfer fee'
The %varience depended on how valued the client was. Which option they went for depended on how long the client wanted the trial period to last, rather than financial benefits of either.
