There is probably a lot less paperwork involved in retrieving lost shuttlecocks than in chasing burglars and drug dealers, and it is probably a bit safer too! All helps to fill in the target requirements of course.

's called community policin' innit.
They're having to re-invent it after someone decided it was obsolete and threw it away in the 80s.
The family in question could have had a quiet chat with "bobby", cuppa and some biscuits, mentioned all these other little issues that are going on, on their estate.

You don't know why the police were there in the first place though. I doubt the original call was concerning a shuttle ****.
Perhaps its an ongoing problem between the neighbours which has now escalated to the point of police being called. One neighbour starts accusing the other of petty things (such as the shuttle **** theft). So what’s the harm, if the police are there anyway, in looking into the allegations and getting to the bottom of it.

And probably ESCALATING the dispute even further!!

This seems to be more of a neighbour dispute and the ‘shuttle ****’ is part of a bigger picture – ideal for a local beats officer to become involved. If spending time at the address and trying to thrash out the root causes of the problems then so be it. This will stop further offences, be better for those concerned and surrounding neighbours – and is what community policing is all about.
More serious offences go to the response teams – such as robberies etc. All these jobs have to go onto a priority scale to match resources. Generally, if it is happening or has just happened and the offenders will be close by, it will go up the scale. If it has happened some time ago and the offenders are well gone, it might not need a priority response. These can then wait for the next available unit to attend.

If we can solve the problems between the neighbours once and for all or prevent them from escallating it - then i can't see how it is wasting tax payers money. Especially if its upsetting the whole neighbourhood.

The one who gave the tip must watch too many cop shows.
