MoT - can a broken mirror be removed?

A mate at work is having an MoT tomorrow on his run around Skoda Felicia.
However, some ****** has smashed the passenger door mirror off and it's hanging by the adjustable mirror cable.
Does the mirror even need to be there, as in he cuts the cable and removes the whole unit, or will it need to be repaired?
The Government MoT website just says it checks for "presence, condition and security", but I'm not sure if that means there has to be a passenger door mirror if one was original equipment or not.

Ring the garage and ask the MOT tester before you take it down because IIRC both mirrors should be fitted and the glass should be in one piece. If he says its a failure you cancel the MOT and save the £40

You used to have to have two, one of which had to be the driver's side. So, presuming that his interior mirror is OK he should be able to remove the passenger side one, I think
