Yes he can. I only ever had 1 bad feedback (150+ good) and it was from a **** who was proven 100% to be in the wrong after he tried to scam me, he was still allowed to leave bad feedback. He did it to others too.

this happened to me last month as well. I thought however that unless you had marked the item as payment received he wasnt able to leave feedback.....thus protecting you from negative feedback for something that wasnt your fault. I went on to sell the item again..this time with no problems and received good feedback because of it....

"Buyers and sellers may leave Feedback for each other on transactions involving Unpaid Items even if there was a mutual agreement not to complete the transaction. eBay encourages all users to leave appropriate Feedback about their trading partners. "

A buyer does not pay for an item. The seller files an Unpaid Item dispute. The buyer never responds to the Unpaid Item process and leaves the seller a negative feedback. The seller closes the Unpaid Item case, issuing the buyer a strike for non-payment. Because the buyer chose not to participate in the Unpaid Item process, eBay removes the negative rating associated with the feedback the buyer left the seller..

I have a similar problem, but with a seller. I bought something on Ebay and he said that he's sent it, however, 7 weeks later it's not been delivered. He's even 'sent' a second item and now he's going to send a third. I feel that I have to give him a chance to put it right but how long should it take to post a memory card! I don't want to leave him negative feedback as others who've done that have had the same left for them, even if they are in the right - such as myself.
Just move on and forget about it. It's not worth loosing sleep over.
