Why not just bid the amount your prepared to pay ? It won't jump up unless there is an under bidder and if your outbid you can say " I wouldn't have paid that much for it anyway " Thus making you happy and 110 % safe.

You choose which auctions to bid on and what your max is, it submits your bid in ther last few seconds. If you see the same item on multiple auctions, you can group them together so it will bid on them in turn until you win one then it will stop bidding.

Because if the auction has your bid on it, people often get caught up in the moment and will keep upping their bid to win and so you lose out. If you place your bid at the last minute, they don't get the chance to keep upping your bid and push you out. Oh and sniping is just as safe, it just places a bid in the last couple of seconds, somthing you can do yourself anyway.

i use auctionstealer.com - free for a bid in last 10-20 secs (usually about 10) but pay $2 and it bids with 2 secs left up to your limit. Works a treat for something you want...

I use esnipe and it is very good. If everyone sniped rather than got carried away in the moment then prices overall would be lower.
As a buyer it is a great and safe idea, as a seller it is a bugger.
A great strategy is to find what you want and find the one that is not getting much attention, quite often several similar items will be up at the same time and the first to close gets all the attention.
One word of caution though - I was with a friend from the States last week and he used esnipe and it tried to bid with four seconds to go and ebay locked his account due to password infringement. He got an email saying his account was being accessed from an unrecognised source. I have since used esnipe in the UK and it was fine.
There is a rumour going around that ebay is trying to prevent the proliferation of sniping software.
