Sounds like he's hit the nail right on the head. And I'm encouraged that the home secretary is taking note of it too.

Policing has gone **** up in this country, there seems to be more of a focus on Minor crimes commited by Jo-public than genuine repeat offenders because there is financial gain to be made from Jo-public and repeat offenders just create costs and papper work.

I doubt any recommendations will be carried out as the Police have this little saying, "Best Practice" So even if the goverment say "OK, you don't have to do........." The Management will just say it still best practice to over record than have to worry about under record.
