These 'plastic coppers' are a waste of time - get rid of them, I'm sure you will all agree with me too that all they do is hand out tickets and pretend they are the law.

Different forces allow different PCSO's to hand out a range of FPN's
Its on a website somewhere.
But you have traffic, community, security and some forces have transport PCSO's
All receiving different levels of training on their particular area.
Based on the training and roles, the forces allow them to hand out FPN's for basic offences, motoring, public order etc.
But its important to realise PCSO's from different forces have different roles and responsibilities, as well as powers.

Its a messed up role, mainly due to the way it was introduced and thought out, not because of the people doing the job.
A very complex and conflicting role, and in some areas, there is bad chemistry between the PC's and PCSO's, which is sad really.
But the issue of FPN's is an important part on some parts of the role, and to ensure the public understand they DO have some powers, and cant just be laughed off.
Training however is poor, and selection quite worrying in some cases, all in the name in upping the numbers quickly.
