Being in Wigan Id say your best bet is the Lakes for somewhere quiet and romantic. Should easily find somewhere and keeping it relatively cheap too
Otherwise Id actually consider north of the border

if you want a truly romantic relaxing break away from real life try Lundy Island, been there number of times, google it and Landmark Trust who run it, remote, quiet, isolated, mobile and road free oasis that is grossly undervalued. in winter get there by helicopter, get stranded there by bad weather, we have twice!

Cotswolds is nice I suppose but when you've seen it for 33 years the "quaintness" kinda wears off after a while.
Stick with the address I text'd you, you wont go far wrong there.
Trust me

Just have a little look at this - Hell Bay Hotel is amazing.
Wife and I went after I lost my passport so couldn't go to Morrocco (surfing).
I reckon it was actually a blessing as we had a great few days here - beaches that look tropical, very quiet, great food, etc and relatively warm compared to the rest of the UK.

betws-y-coed camping, lovely this time of year, very cold at night so you can snuggle up etc. Great campsite just up the road with running water etc for a grand sum of £1 per night. Good laughs with the other people around as well. Pubs good in the town as well, and there are enough things to do and is close to other places as well (cant remember them though!)

Why not visit St Helens? You could stay at the grand St Helens Hilton hotel which is adjacent to the towns most famous tourist attraction, The World Of Glass...
After a morning perusing glass and all things relating to glass including sand and air, you could cross over the road to do some 21st century shopping in the towns stylish malls. Shops such as JJB sports, H Samuels, Poundland and Cash Converters are all only a 5 minute walk from your hotel.
After a tiring afternoon shopping at the shops, why not stroll over to one of the town centre bars where you are likely to receive a free punch or headbutt with every drink ordered. Local bar snacks include pork scratchings with generous portions of bar staff phlegm.
Remember when in St Helens, you are in the land of the famous. World wide celebs such as Johnny Vegas, Bernie Clifton, that fat munter from beautiful south, and scoobynets very own Sonic' and Abdabz can all be seen on a full moon (or is that pulling a full moon) in the various bars in the town.
As you know, this is the holiday trip of a lifetime. It's on your doorstep. It's St Helens. It's special.

Blacksmith's Country Inn (Yorkshire Dales) is very nice. Semi-isolated - there's the pub and nothing else but you're not too far from Pickering or Rosedale. Lovely place to be in the winter - open fires and excellent food.

A couple of places I'd recommend:
Hotel Accommodation Edinburgh - 5 Star Hotel Edinburgh - Boutique Hotel Edinburgh - Number 10 Hotel, UK
and Aldwark manor near York.
Lastminute.com has usually comes up trumps for me in the past .

You can also rent lovely cottages out, for the price of the mid-dear hotel. Get your own real fire and all that. Nothing more romantic than that.
Can't remember the one we saw, but it was real fancy. There's plenty here:
Lake District self catering cottages holiday accommodation
