Looks like wind doing it to me. The swing turns slightly as it moves across, and angles itself perfectly to pick up some more energy on each leg. It is effectively 'tacking' across a gentle wind stream, so every time it goes across it gets a bit more speed then naturally turns at the end of the stroke.

It wouldn't need very much air motion to do it if it was from the right direction and very stable. The shape of the swing seat looks like an aerofoil in this case, and I would say the wind is probably along the same axis as the crossbar on the frame. Although motion like this isn't likely, eventually a swing that is perfectly balanced, shaped and aligned for this to work is going to come along.

I do wonder what 'experts' they brought in...

It's probably some sort of hoax, but wind couldn't do that, why don't the other 2 swings start moving if it's wind? Plus it goes for days, that's a freaky breeze that only affects one swing for days on end.
