yes it is.
Just phone them up, tell them you want to cancel, they will tell you that you need to pay the remaining term of the line rental up.
If it was me, I would first phone up and change my tarrif to one cheaper, then next week phone up and cancel.

I wanted a new contract with voodoophone but the old had 6 months left to run. I was recommended to change from the tariff I was on to another to reduce the costs over the last 6 months. The new tariff was not a cheaper one but bizarrely enough the most expensive.
I went from £15 a month with loads of free texts, loads of free minutes and then 10p/min (or whatever, I forget the actual numbers) to the highest business rate with no free calls, 50p/min calls but only £5/month. As I wouldn't be making any calls on the old tariff this ended up far cheaper.
Worth a thought.

I had a similar situation back in November. IIRC, the fee was about £40 - but I managed to cheat that by going to CarphoneWhoreHouse and getting my new phone/contract with them - they gave me the £40 to pay off my old contract
