Been reading the comments on the YouTube site. Looks like he pulled the wrong cord to start with. Not sure if you can steer a reserve chute...

This was discussed on a skydiving forum I visit, seems he pulled the main canopy cutaway instead of the rip cord.

Then, he steered his reserve canopy (which has steering toggles just like the main canopy) into some power lines.

Basically all his fault, and in the video he seems to not have any clue it was his fault.

He needs to stick to something like golf.

Yes you can on modern ones, and the rig he was using was certainly modern enough.

Even if there was a problem with the steering toggles, you could steer the canopy a bit by tugging on the risers instead.

I suspect he just froze and couldn't remember anything he'd been taught.

Never thought about using the risers (I'm a person to have only jumped into pools ) I guess he did freeze up, especially if he was goofing around as reported. Reality would have hit him with a bit of a shock. Just a shame it was the sort of shock that results in third degree burns.
