Probably dodgey.
I used one like this (may of even been this one) and they just sent me a guide to unlocking - all easily available information.
I sent them a mail saying how disgusted I was and I would be contacting trading standards (I may have even threatened a 'visit' to their registered office) and received a full refund.

Apparently mine can't be unlocked by anyone other than Orange (and that hasnt come from Orange, as even they told me to go to a street market as its cheaper
)
And they cancelled my pay as you go, so I cant access a single thing on my phone (except make emergency calls) not even my memory, my pictures or anything unless I put a valid working Orange sim card in it that is active on the network
