I'm Utterley Baffled by Paypal, this is just nuts!
OK, I will try and keep this short, but to me this is just incredibly dim
1) I sell and item on eBay, the buy pays via Paypal
2) I've sold a lot of stuff, so I withdraw all my Paypal funds
3) A week later the chap complains that there is a problem with the book. He is right, I had forgotten that when I bought it some pages were printed upside down and a bit back to front
4) So I offer a full refund or he can keep the book with a partial refund., He opts for a partial refund and I go to the refund section of Paypal (this way you recover some of your fees) to pay him.....
They refuse to allow me to refund the chap as I do not have sufficient funds in my account. OK, that does make some sense, but I have had no issues buying things with no funds, they just take them from my bank.
The next step is baffling as they refuse to allow me to add funds to my account as they say ONE of the accounts I have is unverified. There are verified accounts, but they won't let me use one of those either.
So, I call them up and ask just what is going on. They are prepared to let my buy stuff, they are prepared to let me withdraw £xxx all without issue. But they won't let me deposit £3 flippin pounds so I can offer this chap a partial refund to keep him happy.
Some nice chap, but who little power, goes on to explain that money laundering regulations prevent him from me making this £3 transfer I'm like WTF I've spent more than £500, and withdraw several hundred all with no issue, and you still allow me to do so. So what is the fuss over this £3?!
The call continues in circles for a bit, and in the end just to be sure the £3 that is in discussion is legitimate....wait for it.....they give it to me for free *boggle*

The chap I spoke to was nice enough, it just made no sense to me at all. They let me buy stuff, they let me withdraw funds. But they won't let me add funds Just seems to defy logic.
But yes, win win, especially as I wanted to refund only £2

Partly its due to the money laundering laws, which are very odd, but also because of identity theft. If I get your name, bank account number and sort code ( which I can get off any cheque you send me ) I can set up your bank account on paypal.
OK, I can send you money from my account to yours, but am unlikely to do that as it would be pointless, BUT, if I could withdraw money from your account into my PP account without having to verify the account is actually mine, I could empty your bank account and steal all your money.
While it does seem daft for £3, there is a good reason for it, and its no point having a rule that says you can steal £3 off someone, but not £300.

Yes, that does make some sort of sense. It stop me stealing from my own bank account (just in case it was not mine).
However, since they let me pay for anything I buy, via my bank account
