car got flood damaged

got a call from my bro in law today saying the water had gone over its banks and his car was in water along with 20 others, took the recovery truck down there and the car was up to its roof in sea water
he works for the council and the car was parked at the council depots car park, he told insurance and they said they will try to claim from the council, i cant see that working surely as its an act of god etc?
be great if true as be a git to loose all that no claims etc etc
hes so gutted as he saved for a year to buy it well nice golf gt tdi and now its a write off

If he's got a union (or even if he hasn't). He's got 19-20 similarly p*ssed off colleagues. A bit of collaboration between them could be better than tackling it individually. For instance.... Does the council's staff carpark meet their own criteria? Does it normally flood though not to this extent. (drains etc).
