Traffic Surveys
Recently, I've seen a lot of old duffers sitting around at the side of the road doing so called 'traffic surveys'. They're always wearing flourescent jackets and have clipboards and all seem to be in excess of 70 years old.
I've noticed them on a bridge between Junc 8 and Junc 9 on the M25 over the last few days (with the flourescent jackets on, people suddenly start slamming their brakes on thinking they're rozzers checking speed) but whenever I see the ones sitting by a big roundabout in Woking where I work, they never seem to be writing anything down.
Anyone know exactly what they're doing??

Probably counting cars to determine how busy a streatch of road is to decide if it is worthy of alteration. My wife did similar work whilst at university!
