I recently bought some paint for my RB5 from the US from a company called Dr Colorchip.
The paint including shipping was around £50, which is expensive, I know.
Anyway I paid via Paypal and on my credit card statement I was charged £144.43
I have coontacted the seller who states that he has only took what he should have about $104.
Looking at my Paypal account there is a charge of £44 for a currency conversion. wtf.

I would contact Paypal and query it. It might be a technical error.
I have bought stuff from Dr Colorchip in the US via Paypal and had no problems. The correct amount was taken from my account and I wasn't charged extra for currency conversion, nothing of that amount anyway.
