Just Googled the European Working Time Directive and it states that a paid break must be included if working time exceeds 6 hours on a given day, the length of the break to be agreed by both sides or to national legislation. You must be away from work for an average of 11 hours per day. Can only be requested to work a maximum of 48 hours a week, but can opt to work more.
Display Screen Equipment regulations insist you are away from the screen of 10 minutes per hour or 20 minutes per 2 hours, although that can be performing non-DSE duties, not specifically a break.

Working Time Regulations - BERR
I would say an "in work" rest break refers to a company having to give a rest break, but does not mean they have to pay for it.
I certainly don't get paid for my lunch break and I work a minimum of 8.5 hours per day.
The basic rights and protections that the Regulations provide are:
a limit of an average of 48 hours a week which a worker can be required to work (though workers can choose to work more if they want to).
a limit of an average of 8 hours work in 24 which nightworkers can be required to work.
a right for night workers to receive free health assessments.
a right to 11 hours rest a day.
a right to a day off each week.
a right to an in-work rest break if the working day is longer than 6 hours.
a right to 4 weeks paid leave per year.
