It advises nursery teachers to be on the alert for childish abuse such as: "blackie", "Pakis", "those people" or "they smell".
The guide goes on to warn that children might also "react negatively to a culinary tradition other than their own by saying 'yuk'".

My daughter aged 5 food hates aree:
Indian.
Chinese
Mexican
So, she's a racist.
Oh, but hand on, she also hates:
Fish fingers
Mash potato
Gravy
Pies
Strawberries.
Why don't these idiots sod off back to whatever rock they've been existing under, and leave the rest of us alone.

Ha, so what if they dont like "English" food, is that betraying their cultural roots.
I do agree that kids should be told from an early age that such terminology is not acceptable, I suspect a lot hear it from their parents, I am trying to wean mine off calling anything unsatisfactory, or each other "Gay".
Kids can say stuff in all innocence though that could be construed as racial, my little lad went to a party for his little Black mates birthday, I asked him to point his friend out (was about 25% black People) and he said "its him, the brown one over there", he didnt mean anything but I went bright red and the mother heard, the mother was apt to play the race card in any problem at school, accusing kids of being racist, parents as well, it was simply her child was quite naughty and got in trouble, she took it as victimisation hence my embarassment at what my lad had said, he was quite correct, he was indeed the borwn one over there, it was a fact, he didnt say over there, The N****r in the corner which would have been racist. As for the smell, I always remember my mate Naseem at school smelt different, not good, not bad, just different, probably the different cusine being cooked in his house and possibly genetic difference I dont know, stinking of body odour seems to span racial boundaries as I have smelt stinky people of all races on my travels !

I would have expected children would only act in a racist manner if they had had such examples from their peers. If they were all lumped together with no previous bias against children from different origins I dont think they would even notice it. If for example one of the children was a bit smelly they might say it in all innocence without meaning anything with regard to his origin.

Whoever wrote the document needs lined up and shot. Having worked in local government and dealt with many agencies I can see how these things happen. It's usually just some bored nutjob struggling to fill the time in the day letting his fingers wander over the keyboard.

And my two boys reguarly turn their nose up at spicy food and say it smells like poo or is yuky. Obviously these are early signs of blatant racism and I must stamp it out before it develops further.
(oh and no Robinson's Jam for them either )

I fail to see how a child can be brandished a racist for such a comment. People of different cultures do have different aromas and kids are renowned for telling it like it is. It doesn't mean they harbour hateful thoughts in the same way that a kid pointing on a train and saying, "he's fat mummy" is simply child curiosity and observation.

quite right. my eldest brother used to be a hong kong narcotics officer. his experience was that the chinese thought 'gwi-lo' (westerners) smelled bad because of all the dairy in the diet. and vice versa for fish.
as les says, this is mindbendingly stupid. and the totally predictable, stalinist control freakery that goes hand-in-glove with an institutionally socialist public sector.
