New Blackberry. What Mobile provider?

Wife has a Blackberry, though the local education authority, but it comes WITHOUT sim card.
She wants to be able to use it sparingly as a mobile phone, never sends texts, and wants to be able to pick up e-mails and connect to the web abroad, eg: France, China.
Can anyone point us in the right direction for a good contract?

Using the web abroad from ANY mobile is very expensive, starting from around £5 per MB of download on o2 and T-Mobile. As far as I am aware none of the operators offer a data tariff that includes roaming for data.
