Default Paypal withholding money

I'm wanting to put more stuff on ebay but a guy on another forum i use (he's also on this one) has encountered Paypal witholding the money until the person receives the goods,then releases it when the buyer leaves you feedback OR after 21 days if no dispute is lodged.

WTF is that all about

Has anyone else experienced this?

it's about paypal abusing their monopoly position to hold customer cash!

My guess is the "friend" has a new PayPal account and the transaction is a large (ish) one?
I've heard about it on those circumstances, or if the buyer has dogy history, or the seller has dodgy history. But its not "normal" practice, even though they are robbing barstewards!

Otherwise a new user could "sell" an expensive item, get the money through PayPal and do a runner without sending the item.

PayPal actually stopped me from being scammed on an item I sold. Buyer paid instantly via PayPal, and within 5 minutes PayPal had emailed me saying "don't send the item, we think it is fraudulent" and they held onto the funds. Eventually the reversed the guys payment and I claimed my fee's back through ebay.
Turns out I was lucky, during the 7 days PayPal were investigating the guy, he scammed over a dozen ebay sellers. So I was one of the lucky ones thanks to PayPal.

Its about escam, who own Paygash being total scum.

it's a new system they created for ebay buyers, so that they can pay for the item and paypal hold the money untill yo get the goods and are completly happy with it, then once you leave feedback the seller get his money, its basicly a way to stop people scamming on ebay but i think its a bit over the top lol.

Its quite common for this to happen now.
Is it just me or does anyone think its very little to do with preventing fraud and a lot to do with them keeping your money in their system, gaining interest on it for a further few days?
I wonder how much money moves through paypal every day....must be a hell of a lot.

i have a similar thing going on at the moment. I have just sold a new tomtom go 730 on ebay for £225.
Buyer has paid by paypal and its being witheld until i get positive feedback.

I am refusing to send it until the money is released to me and have told the buyer that. Although the buyer doesnt seem too worried and doesnt like returning my emails but does have good feedback.

Never had it happen before even for significantly larger amounts.

Strange but not a lot we can do about it i guess.

Do you think it only applies to personal PayPal accounts?

Mine is a business account and doesn't suffer from the same issues.

Mind you, I get charged everytime I receive a payment!!!

Same happened to me. Got the money in the end but had to wait the full 21 days even when the guy left feedback after 7 days. Add to that the fact that on a £200 item I paid ebay £7 and pay pal £7 it was quite expensive I thought

Never accept paypal only cheques then if the buyer turns out to be a *** paypal cant give him any money back and also have your credit card as main payment if you buy with paypal then paypal have to pay them evertime you pay like this,
They take the p1ss with their fees.

Imagine the interest they earn !!

I refuse to touch paypal. Its a waste of time unless your scum and want stuff for free. Many now just put a telephone number in their adds and will demand cash only if you ask.

I like using Gumtree and only sell to those who are prepared to meet. safer all round .
