Can a 20mph limit be legally enforced?

I heard a while ago that the minimum legal limit in the country was 30mph and therefore any of the 20mph zones that are springing up cannot actually be enforced.
Is this true or just an urban myth?

lol funny enough..
a story comes to a mind.. there was a road in our area which said no entry from one side and busses only from the other.. howeevr it is a known fact that no one adheres to this, and everyone used it as a normal road, traffic coming from both sides.. this included people taking short cuts, mums picking kids from the gym dads gfgoing to work etc.. people also used to park on the side as it wwas wide so no one adhered to it!
my friend by chance went through it , the no entry side and a copper saw him.. copper pulled him over and gave hima fine.. my friend however works in something ro do with road traffic or something like that and looked up whether these4 signs were valid and enforced..
thing is they wernt! the signs were up the floor was painted in all the right colours! however they was no legislation behind it, he took them to court and got his money back for it and compensation.
turns out it was just like if i was to put a no parking, or no entry sign out side my house etc. wont be valid cause theres no legislation for it.. thought it was pretty clever getting one up on the coppers

I was talking to a traffic inspector a few weeks ago and he said there was talk of making ALL residential 30 limits into 20's and most shocking of all, making ALL national speed limit roads into 50's (obviously excludes motorways....for know)..I would never get out of 5th gear.

Local highway authorities are able to set speed limits by making an order under the provisions of the Road Traffic Regulation Act 1984.
For an order to be valid, it must first be publicly advertised, giving anyone concerned a period of time in which to object and the minimum publicity requirement is an official notice in a local newspaper and notices posted on site.
As someone above mentioned, most 20 mph roads do not legally exist.
