Default *rant alert* Can someone explain why I have to pay for a new driving licence

Well thats just fecked me off royally. I have to change the address on my paper licence as I've moved, not a problem, quite happy to do it as I want to book test drives.


Why should I be charged £17.50 for a photocard, the paper one I have is legal, has been for 12 years since I passed, nothing wrong with it, why the fecking hell should I pay to fecking change it. All I need is the address updating.

All cos some fat ***t in Whitehall wants to bring in ID cards.

I've moved 3 times in the last 10 years, to keep things simple I use my mum and dads address and save £17.50.

The chances of being caught are slim but Im sure if you dont update your license to you current address it can result in a £1000 fine. I got pulled years ago and cos my car was registered at my home address and my license was still at my mums I got reported so changed it as quick as I cold and just said it was an over sight.....17.50 is better then a grand.

But the statement still stands.

Why should we pay to update our details? They are forcing something on me (something I don't want I might add) not something I requested.

I thought for a change of address it was free.

Or is that only if you have a card already?

I have just changed address - and gone from a paper to a photo.
I thought i had to pay 17.50, sent off the cheque as i read it that it was a pay for item.
Recieved the cheque back in the post telling me that there was no need to pay, and the new license a few days later!

It may depend to which post code you send it? As it's a change of address AND a paper upgrade i sent it to the change of address people at a different post code?

I've also just changed my address for the old paper licence and got the new licence and photo card, did it all online and it was free. Also had spent endorsement removed free at the same time, result.

As far as I'm aware there is no need to update your licence to current address as long as your contactable at the address on your driving licence. It can be any address - does help if the car is registered to the same address though, ie family home, parents home, business address etc.

Post code is key, as each different department has a different one.

Did you include all the documentation or just fill it in as per a change of address?

When you have completed the online forms and they have confirmed all your details, you have to cut up your old licence and send it back to them (I was a little worried about this bit so kept a photocopy just in case) . They get your photo and signature direct from the passport office if you have a current passport.

I found out exactly the same thing.......... a few years ago I sent mine off (with a cheque for £17.50) to change to a photo license, when I received the new photo license they had also sent me my cheque back, there was not letter telling me why though and I was still at the same address?

If you have the new bio-metric passport they already have your photo and signatue and dont need to charge you. The fee is an admin charge if they have to scan a new photo and signature.
I changed mine 5 weeks ago and had a new phot license in 3 days - free of charge!!

I included everything i could think of for both parts (change of address and photo card upgrade) - attached a photo and proved who i was with my passport number i believe.

I just changed the address on mine online.

Nowt to pay, just send off the 2 parts cut up.

Why are you crying on, Simon?

It cost me £17.50 when I passed my test... It cost you nowt.

Old paper license; you move, you loose and risk the fine.

The paperwork says its free to go from provisional to full. Still had to pay for my provisional.

The "Old" paperwork.

I paid for my provisional, still cost me to swap to full license.

I had to pay for the theory test too, and I'm 34 in August.

**** happens mate, nowt we can do about it I reckon.
