Mental health patients can still inform police of offences - it’s a hospital, not a prison.
The police then have to investigate the allegation, not necessarily classify it as a crime straight away. This is probably where if fell to bits as any investigation was not recorded. However there is very little investigation can be done by then as all forensics are lost and so is the CCTV. It will end up as one word against another.

No. She never told the police until 2 months after the incident and places don’t tend to keep CCTV for more that 30 days.
Sad thing is, is that there is not a lot the police can do unless she can identify him. And even if he gets identified, all he has to say in interview is that it was consensual and if it its one word against another, there would not be enough to convict.

Her mental situation should preclude her from criticism, especially since she was sectioned the following day and was in hospital.

Surely the point was that the officer responsible didnt actually do anything?
Its for failing to do what should and could have been done at the time that theyre being criticised; not failing to catch anyone.
