It would have been nice if the new owners could have responded to requests to have those members reinstated who were banned during SDB's more mental moments at the time they were made (by me as well as others). The timing of this seems strange?

looks like a trap to me, would the mods not get the IP address of the banned people logging in to that forum and match it up to there current unbanned usernames and ban all of there accounts?

LOL
Well i suppose they could but why bother?
They can pretty much detect who is who anyway within reason, unless you start routing proxies via mars, what they cant do is stop somebody creating new accounts.
The Nacro-wars will attest to that

Banning IP's doesn't work well. Mine from last week is in use by someone else right now, that person uses RDP as well, caused a little confusion.

An amnesty however can only be good for the site, as from where I'm sitting the only people to be banned are the very people that contribute an amount of character to the pages.

Have not seen any detail on the amnesty but I think it is a very good thing. The earlier bannings always had the feel of a control freak with an odd complex about him.
I look forward to seeing some real characters back again, PSL in particular, if only that it is easier to type PSL than SSuP!

Most people refer to him as SSU which is probably easier than typing PSL...

Would be good to see Pete get his old username back.
Although some of his posts are obviously dangling of his fishing rod, the guy is Scoobynet's most famous poster
Would like to see Yoza back too. Not too sure what happened for his ban but he always contributed a lot to the board I thought.
