If you have an insurance claim against the vehicle the askmid web site will give you the name and contact details of the insurer and the policy number.

And for any other honest and legitimate reason the DVLA will supply the keepers details for a small fee. All queries through the PNC are logged and no one will be foolish enough to help with that.
