So you have a fight zone that has water deep enough to allow a shark to swim freely and a bear to be able to stand and retain its dexterity.
The bear is a 1,600lb Grizzly - standing about 9ft tall.
The shark is a 1,600lb Tiger - about 12ft from snout to tip of tail.
In a straight out fight - who wins?

a man that has improbable fights to determine the superiority of random objects. Sorry.
I say Grizzly, because if it can get its feet on the ground and use its strength, it'll break the shark in half.

I am with the shark due to much bigger bite radius - can very quicky massively damage the hind legs of the bear.
The bear will struggle with a bite as the shark has no 'neck'. Paws and claws could be a problem if the shark get eviscerated however!!!

i would have thought it would depend on saituation.
the aquatic nature of the shark means that if it were on land you would have thought the bear would come out on top. The sharks inability to breath would ultimatly be its downfall.
in water the bear would be limited on movement and therfore the shark would be able to get in there and take chuncks without much fear of getting serioulsy hurt or the bear would drown.
now if were talking teenage mutant ninja sharks then there superiority to the bears would win out and i should think it would be a very short fight, with the ninja's stealth tactics coming into play. Also there are some super ninja sharks who have a high mastership of the martial arts, i have reliable information that chuck noris has instructed said ninja sharks, and would also proove to be advantegous.
now there is a special breed of bear out there called the Mr T bear, in most case the Mr T bear would pitty even the ninja sharks into submission, however should a chuck noris trained super ninja shark meet a Mr T bear then the world would implode and we would all loose.
all in all it depends on the bear and the shark and who has trained them in combat skills.

I was thinking the one with the most force would win...
so
Grizzly can run 60km/h
Tiger shark tops out at 32km/h
But the bear cannot hit his top speed in waste deep water and the shark can still accelerate to it's attack speed in 4' depth..
My money's on the shark

If the bear has been briefed properly on the weaknessess of the Shark, I'd say it'd be an easy match! He could either flip the shark onto its back and paralyse it or drag it backwards and drown the ****er.
