Are you serious? 100,000 abuses of privilege for no gain at all?
If you want the police to have the power to stop and search people under other circumstances, then give them those powers. But anti-terrorism powers are to attempt to curb terrorists, and should not be used for anything else.

They are even used by Councils to covertly watch people who allow their dogs to foul pavements etc.

A few years ago I was stopped going through Dover, on my own, on my way to our property in France to do some more renovation work.
The woman on passports asked me how much money I was carrying.
I asked her what right she had to ask that, and she responded that she was a member of HMRC and could ask what she wanted.
I said, "Well last time I looked, this wasn't a police state, so I assume that means I have the right NOT to answer?" and drove on.
Heard nowt.
