Does mention MOT, but not insurance. In reply to the OP, I'm guessing they're charging for using a trade policy to tax your car. I can see this having genuine uses when selling a car that's been sorned and going to be sold, rather than paying exorbitant insurance prices for a policy that's only needed for a couple of days at best.

That said, the rules about needing insurance and mot to tax the car are there for a reason.
