First thing is that that it should not be internally shorted-ie it must not pass DC. Obviously it has to be disconnected from its circuitry as you test it.
If it does not, and does not look damaged, it should be ok.
You could also check by charging it up and then seeing if it holds current when you remove the charging current.
Yes you can test most large type capacitors. You will need a capacitance meter or an meter that can read inductive resistance with a high frequency generator. But saying that, by the time you have acquired a meter you might of well bought a replacement capacitor!
