I checked the actual wording of the televison act on this and they are pretty dirty on it.
Apparently it is an offence if you 'intend' to install or use a TV reciever without a licence.
But they don't define what 'intent' is. Is it buying a TV? Having a TV in the house? Having an aerial (or dish) ? How about just saying to your mate down the pub, I'm going to watch the live footy on ITV later.....that's intent
BTW thats the Communications Act 2003 part 4, section 363 (3a and 3b)

Did detector vans EVER really work?
Seeing the average microwave has typically the same power electronics as a CRT TV, I can imagine someone microwaving a pasty then ten seconds later the TV squad kick down the front door
Or maybe thats how it did work...it could pick up the microwave interferance, and would assume someone was cooking a TV dinner?

As far as I can tell they cannot make you pay if you are determined to thwart them, that is to say you refuse to let them enter your property and give them no reasonable grounds to get a warrant (which they would need to force there way in).
You can write to them withdrawing implied right to enter your property and this would screw them from snooping in your windows and knocking on your door.
I personally pay only 'cos I was sick of the hassle and was too busy to go about efficiently denying them.

A few years ago I moved into a brand new (only built) appartment and waiting for me were several letters from the TV license people, including a red final demand type letter addresses to "The Occupier" telling that a license was needed.
just before Xmas I was passing our old house that has been abandoned since we moved out nearly 2 years ago and I looked into the front hall and there were several tv license letters lying on the carpet !!

As I understand it, the detector vans were able to pick up radio signals from the old CRT televisions. When computers arrived which were also using CRT monitors you could just tell them that you were using a computer and they would go away!

It was reasonable for them to assume that if every house had a telly, then the list of houses not having a license will include all the dodgers plus a few innocent households.

It was some time ago and the man at the door said they had detected that a TV was being used at that moment. As you indicate, it is easy to ascertain that a CRT is being used by the RF signals which emanate from it. I was using a computer with a CRT monitor when he knocked and there was no evidence at the time that the detector van was not genuine and that they had not actually detected that a tv was in use at that address.
As soon as I told him I was using a computer he turned on his heel and walked away.
What answer would you have given to the man at the door yourself under those circumstances?

Just curious........ do you need a licence to watch BBC i-player on your computer. Only there was a slot on radio Cumbria yesterday where they interviewed a man who had no TV, no licence but watched I player...

My license fee is taken by direct debit, otherwise I wouldn't have one because I would never think about buying one.
If you have Sky, which most do these days, you kinda think that because it costs so much each month you're already paying more than it's worth to watch the telly anyway.
Licence fee is just another tax really.

Do you realise that documents regarding the technical details and specifications of TV detector vans are still held secret and was denied release to the public despite requests and complaints under the freedom of information act!
Why is it such a big secret? Is it because its just Mystic Meg or Uri Geller held hostage in the back of a Transit?

Sky is a way of poor people gifting money to a billionaire Oligarch and a loads of other scumbags I hate including premiership footballers. If most of the UK has sky and is paying that scumbag Murdoch then I am ashmed for this country. The TV license pays for thngs like Frozen planet and the bbc website, Sky pays for viagra for an evil zionist and new bentleys for idiot footballers. I know which one I am happier paying for.
