Don't know if the same rules apply in US, but if the ticket isn't affixed to the car or handed to the driver, then it hasn't been served. If you can drive away before it is issued then you get away with it, but here the copper deliberately impedes his egress with reckless endangerment that I would think is against their conduct guidelines and health and safety rulings. To place yourself deliberately in the path of a vehicle which is or may move is surely ridiculous, and if he hasn't arrested the guy then he is free to leave the scene. The guy was a dick for pushing it, but the copper needn't have behaved like he did. The cop appeared to have a big chip on his shoulder, like many seem to especially in the US, and to then deliberately cause damage to the guys property by dragging his belt equipment across the car and use it as a desk leaves him open to legal action.

I'm not sure about you but if a cop thumped the door of my new Ferrari 458 like that I would have gone ballistic !.
Tyre on foot or not that is no way to treat a citizen. He positioned himself and encouraged the guy to do it if you watch it again.
The cop should have an oscar for the limp after he realised what a muppet he had been.

In the states once the ticket has been started the offense has been noticed and action taken the ticket is still valid whether issued to the driver or not. It was up to the man to sit and wait for the ticket at that point, he decided to try and get away, probably because there may have been the possibility of the car being towed away. The officer was in affect reporting a crime so did what US cops do to prevent someone from getting away ie. stand in front of the car until he finishes. typically though the driver thought he could muscle his way out of it but ended up running over the officers foot. The damage to the car was done when he dragged the driver out of the car and to the floor in their mind it's collateral damage and I'd agree, if he'd just have accepted the ticket and stopped being an arrogant dick all of that could've been easily avoided.

I'm sorry, how the hell can this be the coppers fault?
The driver was obviously illegally parked and quite rightly, deserved a ticket.
There is no excuse for trying to drive 'through' the copper.
What if it wasn't a Police Officer? What if an ordinary member of public was to impede his progress?
I really cannot see how the driver can be defended in anyway.

Both tools in my eyes. Kid was an idiot for not just taking the ticket. Policeman over reacted with the door against the taxi and had plently of time to get his foot out of the way. Agree with trying to stop someone but not at the expemse of getting run over ! Did seem deliberate on the policeman part to be honest & absolutely No need for the leaning on the car and dragging stuff over it al all.
I imagine both could of and should have handled the situation much better.

Is it legal to park there JUST coz the hotel says you can?
I would have thought it was still illegal. If I pull up outside a shop and stop in a "Loading Only" zone it doesn't mean jack if the shop owner says I can park there because its the council who allocate that zone for loading only isn't it?

So if the spot was owned by the hotel what right does the policeman have to give him a ticket??
Either way, if he was parked legally why didn't he just stop and explain to the officer and he would have been fine! IF he was parked legally it still doesn't make it right to try and drive through someone!!

If the hotel owned the valeting bays they would have to pay rent in which case no-one can issue any form of parking ticket if the car has permission to be there.
It would have been clearly marked somewhere & being a city cop he should be aware that many hotels do have bays allocated for valeting as some do in London.
Another typical case of a cop with the IQ of pond life that assumes he can rule the streets and ruin peoples belongings.

Cop is a massive ***** and has deep issues about his low status in life. Cop clearly deliberately left his foot in the way so he could get all upset and have an excuse to rough the guy up and arrest him. Deliberately slamming the door into a taxi and a completely unnecessary throwing a non resisting person to the ground. What a low life ***** he was and after all that it turns out he had no right to issue the ticket anyway.

I believe both answers have an element of truth as I am sure the law changed.
It did use to be the law that unless the ticket was attached to the vehicle it was deeded useless in court but it is true that you can now be charged without an evident ticket as the previous post suggests.

Over-the-top copper purely out of jealousy. He chose to put his foot there, why not stand in front, how can the driver see where his foot is?.
I had similar, i came back to find a warden writing me a ticket, i jumped in my van, and drove off before the ticket was stuck to my window. I watched him rip it up in my rear view mirror as he needed a picture of it fixed to the windscreen.
Whether the law has changed since then I'm not sure.
