It's as it came off the car having undone the plastic clips. It has the the number plate bracket but not the thin metal brackets that position the wrap round ends.

It's a front bumper. Any fixings not mentioned form part of the construction of the car body, so you should already have them 
. It has the backing plates for the fog lights but no covers.

its the main metal part that bolts into your chassi legs at the front just behind the headlights (2 x 17 mm head bolts either side)
its also the bit that gets squashed in a decent impact
normally to remove a front bumper you undo the bolts mentioned 4 in total then undo the 2 m6 10mm head bolts into the wing -bumper corners plus 2 more underneath bumperskin to front panel and hey presto the bumper is off (unless you have to unclip foglamp wires)
