It says "Fittment All imprezas" on the Scoobymania website. Why wouldn't it fit my MY98?

I have an STI 6 front spoiler on my car, and it looks like this:
Also as the spoiler is designed for a MY00 car, they have four holes ready for the spoiler. On a MY99 car, these holes need to be made. Cheam Motors who sold, painted and fitted the spoiler for me, said that it would only fit a MY99/00 car.
