S-AFC under £100
I bought this off E-bay for a project, it is the 5 dial type S-AFC, still interpolates between the RPM zones.
I paid £100 once the duty was all paid.

How much extra would you take to set it up on a WRX 95?

Kind offer Grant, but fitting would need wideband AFR and knock monitoring to be installed (so that I knew it was safe on someone else's car) at least whilst setting up, sorting out the wiring as well, I don't do car work any more. This would best suit a DIY enthusiast.

Depends on the car and what you're trying to achieve with it. It alters the MAF sensor signal by RPM, this retards and richens the mixture with an increase in MAF voltage, and advances and leans out the mixture with a decrease in MAF voltage.

Interpolation on this device is explained in the links I've posted - if you are part way between two RPM points it uses both of them and moves smoothly between them.
