Hi when they say "up pipe" is this actually the pipe that is under the undertray at the front below the Radiator? (running flat acrross front of car)had a look on ramps today at local Exhaust centre to see how easy to fit.. I presume this is a decatted one?

The up pipe is the pipe that bolts between the meeting point of the exhaust manifold (normally two bolt design) and connects to the turbo tubine inlet. Its sometimes called a pre-cat pipe, as on 01+ cars there is a CAT before the turbocharger turbine. Pretty sure 93-00 cars do not have a CAT there.
The dimensions between a standard Subaru exhaust manifold to stnd position turbo is the same for all subarus (non twin scroll) so it should fit 93-07 cars.
Suggest you post up the make or shop where you bought the pipe to increase sales potential.
