Its when you take it from a car and have a certificate of entitlement to it which includes all transfer fees paid. Only thing to watch is if after a year it hasn't been on another vehicle then you have to renew the certificate which costs £25 otherwise you lose the right to it.

Yes, I have had my plate on retention for a year and have just received the summons for another £25 otherwise you lose the rights to the plate. What a bloody rip off that is after paying the DVLA £250 for it in the first place and then another £85 to put it on retention once I took it off my car and they're saying that if you don't cough up another £25 it's not yours anymore..... This country never ceases to amaze me with its cons.....
